Last year members requested earlier access to read the reports and information in advance of the AGM. This year we will share these on the website as they are finalised rather than wait for the print run to be returned. Further information will be added to the website as it becomes available.
This week I would like to draw your attention to last year's un-ratified AGM minutes. These have been up on the noticeboard during the year for reference and a link already sent with the notice of AGM. These will be formally presented at the meeting for approval. If you have any corrections to suggest please email the secretary for these to be tabled on the 6th October.
Please take time to read the minutes and reflect on the points raised in terms of what this committee has achieved in the last 12 months.
During the year a question was raised about forming sub committees. These sub committees are permitted under the Incorporated Societies Act, section 46.
(1) The operation and affairs of a society must be managed by, or under the direction or supervision of, its committee.
(2) The committee has all the powers necessary for managing, and for directing and supervising the management of, the operation and affairs of the society.
Therefore the current and proposed MCC rules contain all the authority necessary for the Committee to establish as many subcommittees as it sees fit. The purpose of subcommittees is to facilitate the effective exercise of the Committee’s powers, not to exercise powers in their own right. Club Rule 12(i) states “To do all other things as in the opinion of the Committee may be incidental or conducive to the attainment of any of the foregoing objects or the exercise of any of the foregoing powers.” Subcommittees are thus subservient to the Committee and require no extra rules in order to be established.
The Committee sets the rules and remit of its subcommittees. We have therefore been working to finalise the finance policy to provide the remit of the finance sub committee. This also helps the club to meet its privacy policy standards by limiting the number of people who can access information about members’ financial standing.
At the last AGM there was a lot of discussion about club rules versus custom & practice. The rules sub committee had completed their review last year, however the changes were not fully agreed in time for last year's AGM. Therefore this year further rule amendments will be presented for discussion. Interpretation of the rules has been questioned regarding this years committee nominations and the closing date/time. Rule 6 states the nominations have to be in the hands of the secretary 28 days before the date set for the AGM. The rules do not specify a time and date for these to be displayed on the notice board. The nomination forms have been checked for validity and are now available for viewing on the website.
This year we have invested in updating the website and admin processes. Our office manager can now quickly and easily update the website. A question about the Privacy of members information in relation to our new website had been raised by one club member with the office of the Privacy Commissioner. We are pleased to share that the club is not breaching any privacy standards.
Other members asked about Polipay and if this breaches banking T&C. Some banks do not support Polipay and others do, therefore please check with your specific bank to be clear how this may affect you. We have added the club bank account details to be clearer for those choosing to pay off line. We explored the use of credit cards however this has a surcharge by the provider of 2.9% + 30 cents (This would be a surcharge of $11.61 for full members.)
