This philosophy guides the design and delivery of secondary school netball, developed by Sport New Zealand. Its aim is to create quality sporting opportunities for tamariki (ages 5–11) and rangatahi (ages 12–18), regardless of their abilities or motivations.

Programs: Opportunities for development and competition
Environments: The spaces where young people train, practice, play, and compete
