Code Of Conduct For Your Registered Category Licence

22 April 2018

Your 1st few visits to the Club

·               You will be assigned to a senior club member who will advise and step you through your first 3 visits.

·               You need to introduce yourself to as many committee members as you can.

·               You can visit the Club 3 times at which point you need to decide-

o   Do I want to join the club

o   Not return (you cannot keep visiting without becoming a Club Member)

Joining the club

·               You will need to fill in the new Club Member paper work.

o   Club enrolment form (which gives you a PNZ number).

o    You will be sent an invoice for the year’s membership-

§  Your membership starts from the date you make that payment.

§  The date you make payment is the date you start your probational period & start logging your visits.

§  Visits prior to that will be as a visitor and cannot be counted in the total.

Club Guns

·               The Club has a number of guns which are for the use of probational members.

·               Ammo is at your cost, when you book the guns inquire how best to address your ammo requirements.

·               If you require the use of the club guns you must book these by the Thursday prior to the Sunday shoot.

·               You are required to be supervised at all times when using the club guns by a qualified Range officer.

Range Officer.

·               The Club day is every Sunday from 10am until 1200 noon.

o   There is a roster and a Licensed Range Officer that is on duty/on call over this time.

o   If you require his attendance you must book his time by Thursday of that week.

o   If you require the club guns on site you must book by the Thursday of that week, with the rostered Range Officer.

o   Note the rostered Range Officer may not be on site if he has not been booked.

o   If you are the rostered Range Officer and cannot be on duty you must arrange a replacement.

o   If you are the rostered Range Officer and are on site you must manage and oversee all unlicensed shooters at the range.

Attendances to obtain an endorsement.

·         You are required to do a 6-month probationary period of no less than 12 attendances, before you can apply for your B Endorsement.

·         In that time, you must make yourself known to as many Club Committee Members as you can.

·         Be part of all Club shoots, either shooting or helping out.

·         Complete the Club Safety Course.

Purchasing your own pistols.

·         Before you look at purchasing a Pistol the 1st step is to talk to the Club Armorer.

o    He will help you with the steps required.

o    You can be pointed to the right place to get a good product for a fair price.

·         It is the law in New Zealand that you cannot take possession of a pistol unless you have a B Cat Licence.

§  On the 22nd of April 2018 The Ashburton Pistol Club invoked a new club rule, you must have the actual physical and current licence to obtain a pink slip (request for permit to procure) from the club armour.

§  This means you must have the physical licence to even complete the paper work required to take possession of a pistol.

§  Most gun shops are only too happy to take your money and tell you to get the paperwork sorted, it’s not that easy and may cost you the loss or large percentage of that money.

  • What if you are not approved by the Club or the Police?

·         You need to contact the Club Armorer to get the pink slip which is required to obtain a permit to procure from the Police, which is the paperwork that the gun shop requires by law to release the pistol from their premises and then it is only released to the B Cat Licence holder whose details are on the permit, the B Cat License also must be shown at this time.

o    If you don’t have a B cat licence Do not purchase a pistol without Club Armorer approval.

·         Another B cat holding Club Member may be happy to hold a gun for you until you get your own full licence.

o    This must be approved by the Club Armorer and the Committee before any purchase.

Make your-self known.

·         The time will come when you will require the Club to approve your B Cat application, by that time you will require the Committee to know you very well, you will need to have shown you have the right stuff to belong to the Club, you must have spent time shooting with members of the Committee if we don’t know who you are your application will not be processed.

o    Show that you understand and can follow and obey the rules set by the Club.

o    Have your required attendances completed.

o    Once your application has been handed to the Committee it will be addressed at the next Committee meeting.

§  Do not try and fast track your application, let it take its course, the time it takes is the time it takes, remember: you pushing the systems sends us the wrong message.  We have an obligation to NZ Shooters to weed out the impatient, who maybe a danger to the sport.

The log book and signing in procedure.

·         By law you are required to complete 12 club events in the Police calendar year.

o    The Club is under obligation to report your attendances at this set date.

§  Or at any time the Police see fit to request an update.

o    The local Arms Officer takes low attendance very seriously.

§  And can order you to resign from the Club and hand in your pistols.

o    Please note if you don’t do the attendances there is nothing the club can do to help you.

§  Find a new home for your pistols is about all.

·         Clearly print your attendance, Date, Member number, your full name, and then signature.

o    If you don’t complete all details or your details cannot be clearly read you run the risk of your attendance not being added to the Club log.

·         The book is signed to say you have visited the Club and have been part of a Club event.

·         It is unacceptable to drop in and sign the book if you have not taken part of a Club day or event.

o    It is noted and noticed if you are dropping in and signing the book as you drive past to make up your numbers, this is clearly breaking the Club Rules and the Law.

§  This action is totally unacceptable and can be clearly seen by the Club Secretary when the visits are calculated on the NZ Police report.

·         If you shoot at another Range you need to update the sign in book or e-mail the Club Secretary the date and Club you attended.

o    This needs to be completed the same week that you did the off-site attendance.

·         The rules state clearly to keep your B Cat License you must attend a Club event 12 times per year.

o    This can be a Club day to which you have been on site more than 1 hour.

o    A working bee arranged by the Club that you have been at for at least 2 hours.

o    When there is minimum of one other B Cat License holder on site with you.

o    A competition events.

o    A training course.

o    When a qualified Range Officer is on site.

·         NOTE it is unacceptable to sign the attendance book if the above does not apply or to sign the book more than once per visit or sign the book on behalf of someone else.

Club Key

·         Once you have completed your Restricted Licence and you have the License in your hand you then may request a Club key, to do this you need to email the Club Secretary and request permission to get a key, you must attach a photo copy of your licence, as long as your Club Membership is up to date you will be sent by return a key order form, giving you permission to have a 1 only key cut, the cost of the key is to be covered by you.

o    If you misplace the key you must report this to the Club Secretary in writing.

o    You must never loan your key to anyone else.

Club gates and doors

·         There are a large number of people using the Club, if you are leaving the Club and you think you are the last person on site, shut and lock the rooms make sure the lights, heaters ETC are turned off, shut and lock the toilets and gates.

o    If you get locked in you must have been asleep somewhere don’t make a scene, live with it, the Club is left unlocked too often.

Confrontation

·         Any type of confrontation in or around the Club grounds will not be tolerated, all party’s will be expelled from the Club grounds and will end up in front of the committee and will likely have their membership cancelled and the NZ Police notified.

Opinions

·         Just because a Club Member say things are a certain way does not make it so, decisions are made by the committee and offices of the Club in the best interest of the Club and its Members.

o    If you are unsure on what to do, phone or e- mail the Club Captain, Secretary or President.

Club grounds and buildings

·         Over the years there has been a lot of hours put into building the Club to what it is today, there is a long way still to go and as a new member your input is welcome, please do what you can to see that things that need attention get it done.

Club Officers

·         There are a number of Senior Club Members and Committee (Club Officers) which are happy to help you with different aspects of your membership and B Cat requirements PLEASE note they all do this as volunteers, do not abuse their good intentions by taking advantage of their time, this will wear thin, very quickly.

In summary

It is important to remember a Restricted Licence is a privilege not a right. You need to know that the Club Officers take their sport and their responsibility to all restricted shooters in New Zealand seriously and our relationship with the NZ Police and our local Arms Officers very seriously, so to that end we request you respect that relationship and follow the rules.  Do not pester the Arms Officers by requesting they do things out side of the procedure or the rules. If you show you are happy to break, twist, or manipulate the rules or the procedure, maybe you are not for us. Part of the process is to show you have patients and can follow rules and direction, don’t ask other Club Members to break the rules to suit your self, this will not be tolerated.

Sincerely, Lindsay Giles

Club President
