Conditions of Play
General:
- All games shall be played in strict conformity with the Laws of the Game
- Entries for all Centre Events are forwarded to the Centre Manager before the designated closing date. The Centre Manager will do the draws and forward to the designated host Club. The host Club will appoint an Event Controller and arrange for an umpire.
- Events shall be controlled by the Club appointed Event Manager, who reserves the right to alter or amend the days and times of play, and to use the Meadowbank Indoor Stadium if deemed necessary. All protests and appeals shall be decided by the Event Controller and/or the Match Committee.
- The Greens Committee reserves the right to amend the venues for Centre Events (Open or Champion of Champions) as advertised in the handbook, if the greens do not meet the required standard.
- Dress shall be regulation bowling attire (including club uniforms) for all events.
Centre Open Tournaments:
- Teams must consist of members from the same Club wherever possible. However, where a player or players of a particular Club wish to enter a particular event, and after having exhausted all options within their Club, are still unable to field the numbers required to enter the event, are able to complement their team with one member from another Club, subject to the prior approval of the Match Committee. The extra player may not play as skip.
- Trial ends are permitted in all Centre Events but must be completed at least 5 minutes before the scheduled commencement of play.
- In any game, should the scores be tied after the completion of the scheduled number of ends, an extra end shall be played to determine a winner.
- If only 3 teams qualify for Post Section play then a round robin format will be used with the proviso that the team that wins the first game also plays the second game and if they also win that game, no further games need to be played. Should the 3 teams win 1 game each, then the overall winner will be the team with the greater combined differential based solely on Post Section games. If 2 teams tie on differential the overall winner will be the team that had won the game between the 2 tied teams.
- In Singles Competitions the host Club is responsible for providing markers for the first 3 rounds as required. Markers may choose to wear mufti.
Disciplines:
- 2-Life Singles – 21 ends 4 bowls
- Pairs – 16 ends 3 bowls – 3 wins from 4 games qualify – at least 3 games must be played
- Triples – 16 ends – 2 bowls – 3 wins from 4 games qualify – at least 3 games must be played
- Fours – 14 ends – 2 bowls – 3 wins from 4 games qualify – at least 3 games must be played
- Mixed Pairs 2-4-2 – 12 ends 4 bowls – 3 wins from 4 games qualify – at least 3 games must be played
- Development Singles – conditions of play may be adjusted by the Match Committee to reflect the number of entries received and also to ensure that the Competition is completed in 1 day.
- Post Section will be on a knock-out basis – unless rule 4 above applies.
- Teams that do not complete their games in full as above – either 3 or 4 as required –
will face possible disciplinary charges and may be banned from event in future years.
Champion of Champion Tournaments:
1)Teams must consist of members from the same Club for Champion of Champion Tournaments – no exceptions.
2) If a player in a winning Club Championship team is unable to play in the Champion of Champions Event, the replacement player must be a player of equal or lesser ability than the player being replaced. Approval must be sought from the Match Committee prior to the start of the Event. If any player is aware, prior to entering the tournament, that they cannot compete on day 2 then a replacement player will not be approved.
3).Trial ends are permitted but they must be completed at least 5 minutes before the scheduled start of play.
Disciplines:
- Singles – 21 ends 4 bowls
- Pairs – 21 ends 3 bowls
- Triples – 21 ends 2 bowls
- Fours – 18 ends – 2 bowls
The above applies to all games – Senior, Development and Vets.
All games played on a straight knock-out basis.
Inter-Club Competitions:
- The scoring system for all competitions will be 2 points for a win and 1 point for a draw (unless the conditions of play for a specific competition dictate otherwise – for example Bowls3Fives). No extra ends are played and no aggregate points are awarded.
- In the event of 2 teams finishing a competition equal on points, the winner will be the team that won when the 2 teams first met (first on games won and then, if necessary, on differential). In the event of 3 or more teams finishing equal on points, the winner will be the team that had the best differential in all matches played between the tied teams.
- If play is called off, after having started, because of bad weather, a game will be deemed to having been completed if 1 end over the halfway mark of scheduled ends has been played, or in the case of Singles, 1 shot over the halfway mark has been reached (i.e. 21 up 11 shots constitutes a game).In a time-limit game, more than half the time allotted must have been played.
- The home Club is responsible for supplying Markers for Singles games, and for ensuring the scorecards are returned to the Centre. Markers may choose to wear mufti for Interclub games.
- In the event of a default, the home Club shall return a scorecard that shows the default.
- Law 46.2 World Bowls Law Book sets out the procedure to be followed if a player in a fours match fails to appear and there is no replacement available. The Lead and Second will play 3 bowls each and the Skip will play 2 bowls. At the completion of the game, ¼ of all shots scored by the team (including decimal points) will be deducted from the score of that team. If the missing player should appear during the game, the player will be allowed to join the game and, at the completion of the game, ¼ of all shots scored by the team during the ends that the player was missing will be deducted from the team’s score. It must be noted on the scorecard on which end the player joined the game.
Special Conditions for Inter-Club Events:
- If through unavoidable circumstances a Club is unable to find a full quota of players for an Interclub event, it may apply to the Centre Match Committee for permission to reduce the size of its team i.e. a Triples team instead of a Fours team. If permission is granted the opponents Club must be advised in time for it to reselect its own team.
- Two Clubs may apply to the Centre Match Committee to field an amalgamated team in an Interclub event if they are unable to field a team separately.
- Men are allowed to join in the Meadowbank Shield competition when the team is short of players and would otherwise have to default. The man concerned shall not play as Skip and should not be a player of Representative standard.
- The Mills Shield competition is now an optional mixed event with no restrictions on women players.
Rained off/Cancellation Policy:
1) If adverse weather causes play to be called off at a particular venue then, unless half a game has been completed (thus constituting a game) on any rink on that green, the following points will be allocated to each Club team.
Men’s Fives – 4 points each team
Women’s Fives – 4 points each team
Mills Shield – 1 point each team
2) Stoppage of play at one venue shall not affect other venues that are able to continue playing.
3) Every endeavour should be made to ensure that programmed matches are completed.
4) If a green becomes unplayable (before the scheduled start of play), that Club shall contact the opposition Club(s) to advise them of the condition of their green(s) and (unless impractical), play shall be transferred to the opposition green if available and playable. Communication should be made Club President to Club President (in the first instance) after they have conferred with their respective Greenkeepers or Greens Superintendent.
5) A team’s failure to accept the transfer shall result in the forfeiture of those games so that the win points shall be awarded to the opposition.
6) In the event a game is rained out, or is unable to proceed, teams have the option to by-pass the above, and arrange to play the programmed fixture at a later date – this should ideally be played within 10 days of the original round date or if not must have been rearranged for a later date but within the 10 days time-frame. All games played outside of the indicated days must forward results to the Centre Results Officer immediately.
7) If the game has not been completed within the required time-frame, then Clause 1 above will be enforced
