The Northern Region Rugby Council is made up of the nine Provincial Rugby Unions (PU) situated between Cape Reinga and Lake Taupo, over to Mount Taranaki and across to Whakatane, namely Northland, North Harbour, Auckland, Counties Manukau, Waikato, Thames Valley, Bay of Plenty, King Country and Taranaki.
The purpose of the Northern Region Rugby Council is to administer and foster amateur representative rugby union in the Northern Region with meaningful and well-administered competitions that develop aspiring youth and senior players from the age of 15 (Under 16 grades).

- U18 Girls
- U16 Boys
- U16 Girls
The Northern Region representative 15 aside rugby season typically runs from late July to late September, with a Sevens tournament in November.
The Northern Region Rugby Council is made up of one or two representatives from each of the nine PU’s from their operations and game development staff, a referees’ representative/appointment co-ordinator, representatives from each of the Northern Region Super Rugby franchises – Blues and Chiefs, and representatives from PU secondary schools rugby committees of the various PU’s.
The Northern Region Rugby Council is an incorporated society and receives funding from NZ Rugby in the form of an annual grant to distribute to the PU’s to operate their teams.
