RULES OF THE Rebels NETBALL CLUB

NameThe Club shall be called the ‘Rebels Netball Club’.ObjectiveTo teach, foster and encourage players through all stages of their netball development.Membership

  • All players will become financial members of the Club upon payment of the relevant subscription, as set annually at the AGM.
  • Honorary or Life Members are any such other person as may be nominated by the Executive Committee and approved by the Club in general meeting as an honorary or life member of the Club.

Commencement of Membership

  • Persons qualifying for membership shall be liable for annual subscriptions to the Club.

Annual Subscription

  • The annual subscription for all members shall be set from time to time by the Executive Committee prior to the Annual General Meeting and confirmed by the Club at its Annual General Meeting.
  • Subscriptions shall be payable on the Club Registration day or other date as annually advised by the Executive Committee.
  • Members must have paid their subscriptions or made arrangements with the Treasurer to commence an automatic payment on the date set by the Executive Committee.
  • Payment of Subscriptions by automatic payment must be made in no more than 10 equal instalments.
  • Refunds of subscriptions for playing members shall not be made except for injury, illness or transfer of the member out of the area.  Subscription refunds shall be based on a pro-rata basis and shall be subject to any refund received from the Netball Rodney Centre.

Casual Players

  • Casual Players shall be subject to the terms and conditions for casual players as set by the Netball Rodney Centre.
  • The Team Manager is responsible for ensuring that fees are collected from any casual players on the day and given to the Netball Rodney Centre.

Termination of Membership

  • A member may be terminated if the committee, after reasonable enquiry, considers that a member did not comply with a reasonable committee decision, the club rules or any policies or reasonable directions of the committee.
  • Any persons whose subscriptions are in arrears cannot remain a member or participate in any club activities until all arrears are paid in full or unless in agreement with the committee

Management

  • The management of the Club shall be in the hands of the Executive Committee (referred to as the ‘Executive’) who shall be elected at the Annual General Meeting in accordance with Rule 11) (a) (ii) and who will consist of the following:-
  • President
  • Vice President
  • Secretary   
  • Treasurer
  • Fundraising Co-ordinator
  • Equipment Officer

Powers of the Executive

  • The affairs of the Club shall be conducted solely by the Executive
  • The property of the Club shall be vested in the name of the Club.
  • The Executive shall have the power to control and invest the funds of the Club as it thinks fit.  The directions of the Club Committee in such matters as recorded in the minutes of the Club Committee shall be executed by the Treasurer.
  • Two Executive member signatories are necessary for all withdrawals, of which one must be the President, Vice President, Secretary or Treasurer.
  • The Executive shall issue rules governing the duties and responsibilities of Coaches, Managers, and Members.
  • The Executive shall keep minutes of all its meetings and such minutes will be maintained by the Secretary.
  • A quorum of the Executive shall consist of 3 members.
  • The Executive shall have power to appoint sub-committees.
  • Discussions held at Executive meetings are to remain private and confidential

Club Committee (“the committee”)

  • The committee is made up of the Executive plus the Uniform Co-ordinator, Coaches and Managers.
  • Where available, all teams shall have a Coach and a Manager.  Both automatically become committee members and are requested to attend meetings
  • Committee meetings are to be held when necessary on a date as set by the Executive.
  • The committee shall keep minutes of all its meetings and such minutes will be maintained by the Secretary.
  • All committee position holders will provide a summary report for all meetings.
  • The President shall act as Chairperson of all meetings and shall have a casting vote beside his/her own vote at all meetings of the Club.  All other members of the committee shall be entitled to one vote.
  • At any meeting where the President is not in attendance the President shall nominate a member of the Executive to act as Chairperson in his/her stead.
  • A quorum shall consist of 4 members.
  • Discussions held at committee meetings are to remain private and confidential.

Annual General Meeting

  • An Annual General Meeting (AGM) is to be held before the beginning of the playing season at a time to be fixed by the Committee for the following purposes:-
  • To receive from the Executive a Financial Report for the preceding year.
  • To elect members of the Executive who shall hold office until the end of the following AGM.
  • To set the annual subscriptions
  • To discuss general business
  • At least 10 clear days public notice of the AGM shall be given.
  • At any AGM 6 members present shall form a quorum.

Uniforms

  • All uniforms issued to players remain the property of the Rebels Netball Club and are to be worn ONLY at official games.
  • All uniforms are to be handled in accordance with the Club’s uniform policy.
  • Any damage caused to uniforms, because washing instructions are not followed or due to lack of care, will result in the person concerned being billed for the replacement of the item(s).

Fundraising

  • Fundraising activities require the approval of the Fundraising Co-ordinator.
  • No member of the Club shall seek fundraising without the prior approval of the Fundraising Co-ordinator.

Courses

  • Courses by coaches, managers and umpires shall be subsidised at the discretion of the Executive committee.
  • Approval is required prior to registration and attendance.
  • No retrospective reimbursement will be paid by the Club.

Complaints

  • All complaints shall be raised with the President or a member of the Executive in the first instance.
  • If a member of the Executive receives the complaint they must advise the President of the complaint in a discreet and timely manner.
  • All complaints are to be treated as private and confidential.
  • If the President is not able to solve the problem to the satisfaction of all parties involved, the complaint must be made in writing and taken to the Executive for discussion.
  • Once the Executive has determined a resolution the complainant will receive a letter of reply on behalf of the Club.

General

  • All persons associated with the Rebels Netball Club shall follow the Rebels Netball Club Code of Conduct. Note: this includes, but is not limited to; players, coaches, managers, umpires, parents/guardians and spectators.
  • Team trials and selections will be as per Rebels Netball Club Team Trial and Selection Policy.
  • Any person interested in coaching is to express their interest to the Club President at the commencement of each season. In the event of two or more persons being interested in the same team, they could be asked to submit a written application. The final outcome will be decided by the Executive.
  • It is the Club’s expectation that all players get equal court time.  Only Coaches in Grades A, B & C have the discretion to play their strongest seven players (at times) and expect commitment from the children.  The team, parents/guardians and Executive should be informed of the Coaches expectations at the beginning of the season.
  • It is the desire of the Club that all umpires attend umpiring clinics with the intention of passing their Umpire Practical/Theory badge (Centre Badge).
  • Any changes in these rules must be in the form of a notice of motion in writing to the Secretary one calendar month prior to the AGM and advertised on the agenda of the AGM.
  • All equipment issued to teams and players remain the property of the Mangawhai Netball Club. All club members are expected to treat this equipment with care. Unreturned or damaged equipment will be charged at the discretion of the Executive committee.
  • Alcohol, smoking and/or illegal drug use is prohibited at ALL netball events or whilst representing the Rebels Netball Club (at the committee’s discretion).
