About: Youth Football at Stop Out

TDP / Talent Development Programme

TDP is a structured football programme designed to provide higher-level coaching and a more intensive training environment for players identified as having strong development potential. To be formally recognised as a TDP, clubs must meet specific standards covering areas such as coaching qualifications, training frequency, programme structure, and overall delivery.

CDL – Capital Development League.

Clubs with a recognised TDP programme automatically qualifies to play in the CDL with games held on a Sunday across the region.  TDP clubs can chose whether to enter in the CDL.  Non-TDP clubs can also play qualifiers, and may be granted entry to play in the CDL. 

  • In 2025, our provisional-TDP licence enabled Stop Out to choose to enter our youth teams in the CDL.
  • In 2026, we do not hold a TDP licence and have elected to play in the Regional League rather than the CDL.

Regional League

All clubs can enter a team into the Regional League, run by Capital Football. (Clubs that operate a TDP may chose to enter the Regional League rather than the CDL). These games can be held across the region on Sundays.

Note – Capital Football is not running a Hutt Valley Local League for the youth grades.

  • For 2026, we have chosen to enter our youth teams in the Regional Leagues.

1919

1919 is the name of the development programme for our youth and junior programmes. The relevance of this name 1919 is that Stop Out was formed in the year 1919.

  • Last year, Stop Out’s 1919 programme was granted a provisional-TDP licence, recognising that we met most of the TDP standards. This allowed us to operate in alignment with the TDP framework and expectations.
  • For 2026, we continue to meet most of the TDP standards and remain focused on building our capability and delivery to fully meet these standards, rather than seeking provisional status.

Fees

The fees that are applicable to our youth team players are used as follows (see below for further information):

  • Club Membership Fee
  • 1919 Academy Fee
  • Others Costs: Tournament Entry, Training kit, boots and equipment


Club Membership Fee  -

This is an annual fee required by all club members to help cover various costs such as

  • Capital Football affiliation fees
  • Insurance
  • General club operations

1919 Academy Fee -

This is to cover:

  • Qualified and experienced coaching;
  • Involvement from our Director of Youth Football, supporting development of both players and coaches;
  • A structured development programme, with up to three trainings per week during term 2 and 3;
  • Coach development, qualifications, and ongoing support;
  • Facility and ground hire for trainings;
  • Equipment and resources to support player development;
  • Use of technology such as Veo game recording, where applicable.

  • Any tournaments entered will incur additional costs.
    These costs will be communicated to families as they come.
  • It is compulsory for players to train in the 1919 Training Kit.
    This can be purchased directly via Football Central.
