HURUNUI NETBALL CENTRE BY-LAW 2020 


1          TEAMS

(a)        Any team playing an unregistered player or players will forfeit any competition   points gained in that match plus a penalty of 2 competition points.  The Club will be fined $20 for each player, each competition day. Players that are registered but whose names are written incorrectly on card will incur a fine of $20 for each player.

(b)        If a club does not execute portfolio duties by the due date and has to be “chased up” a  fine of $20 is to be      enforced.

c)         All team members must wear initials indicating the court position.  These shall be 150mm and shall be worn above the waist back and front.

(d)        Bicycles, prams and pushchairs are not permitted in court area.

(e)        Teams entering after the commencement of the competition matches shall forfeit all games that have been contested in the current season before such entries have been received.

(f)        Club must pay affiliation fees one month from Grading Day otherwise a penalty of 10% will be incurred.

(g)        Clubs are responsible for good maintenance of their courts.  Courts to be swept, goalpost pads provided on all games, holes filled.


2          PLAYERS

(a)        No player shall without the consent of the Management Committee take part in any match unless she is duly registered by the Centre as here-in provided.

(b)        Recording Secretary to notify Club in writing as soon as possible of any unregistered player.

(c)        Transfer to another club shall not be granted to any non-financial player.  Notification of non-financial members shall be made to the Centre no later than the first rep trial each year.

(d)        Subs must be paid before anyone can trial for Hurunui.

(e)        All players must wear sports shoes, white socks, dark panties or ones matching  registered uniform.  Wet weather gear may be worn only with umpires approval.

(f)        No sharp or hard adornment eg cast or item of jewellery except a wedding ring or medical alert bracelet or medical alert necklace shall be worn. If a wedding ring or medical alert bracelet/necklace is worn, it must be taped securely. A taonga may be worn as long as all sides are taped down and it is out of sight.

(g)        Umpires are not responsible for jewellery given to them to hold during the playing of  games.

(h)        Players may not smoke while on the court.  Smokefree rules apply at all venues.

(i)         Players must not chew chewing gum while playing.

(j)         The captains of each playing team must provide the umpire with a completed team card.  It shall be the duty of the umpire not to start the game until the card is in his or her possession.  Cards for the purpose shall be supplied by the hosting Centre.

(k)        All players to be used for a game must be written on the card before game starts (up to 12 players can be named).  If players are not used, names are to be crossed off the card. This can only be done by the umpires or team captain at the end of the game.

(l)         Players full names are to put on the scorecard as they are registered with the Recording Secretary.  Umpires to ensure that cards are filled out correctly and the club captain to check before forwarding.

(m)       Players names left off card who take the court should be treated the same as unregistered players. See 1a.

(n)        Male players can play up to the age of 14 years as at the 1st Jan in club competitions, and can play representative netball up to and including Yr8. For players older than 14 years dispensation can be granted with application to a General Committee Meeting in writing to the Secretary.

(o)        Player Eligibility:  All Secondary and Senior players must complete and pass the Online Theory Umpire Test and have submitted certificates to the Hurunui Umpire Co-Ordinator before they take the court at any stage of the season.  Infringing players will incur the forfeit of 2 competition points per game played if they fail to successfully complete the test.


3          GRADING

(a)        Management Committee will have the final decision on team grading, after grading day each year.

(b)        A ‘game’ for the purposes of play-ups and qualifying for semis and finals is deemed  to be a full ¼ of any game.

(c)        When there are two or more teams in one grade, then no team members from one team can play more than 2 games for the other team in that grade per round.  The penalty for an infringement of this By-Law is to forfeit any winning points and a further penalty of 2 points.  This will occur each time a player plays across in that             grade, plus a fine of $20 for each infringing player.

(d)        Once a player has played three games for one team within a grade she can no longer play in a lower grade.  The penalty for an infringement of this By-Law is to forfeit points gained in that match and a further penalty of 2 points plus a fine of $20 for each infringing player.

(e)        When Round 2 begins, players grading status as recorded by the Recording Secretary is started again excluding the requirement of 6(a).  Once teams have been regraded,  the championship round players cannot play in a grade below their teams new grade.

(f)        When it is deemed necessary for the benefit of player development, that any Primary teams are promoted to Senior Grade for Round 2 this will be discussed and formatted at the meeting at the end of Round 1.

(g)        Grading of players shall encompass any competition day played. (All games on any given day will be regarded as being played at the same time).


4          PRIMARY & U14 GRADE

(a)       The competition is to be played on the same basis as Senior competition.  Players for the Under 14 grade are to be Under 14 as from 1st January.

(b)        When Primary play two or more games on one day the games can be shortened to 15  mins each way.  Decision made by the teams coaches.

(c)        Future Ferns netball for young players to be played with smaller balls. Players change positions as set in the Year 3/4 5 aside and Year5/6 6 aside manuals and follow these guidelines.

(d)        Year 3/4 and Year 5/6 Future Fern Netballs - names to be registered, affiliation fees payable.  Date of birth to be forwarded when the clubs register.  F.F players to be in years  3/4/5/6 at 1st Jan or at clubs discretion.

(e)        One coach to be allowed on the court with each Year 3/4 F.F team. No official score kept.

(f)        Year 5/6 Future ferns are to umpired by neutral umpires.

(g)        In Primary or F.F games, at half time if the score has reached a 15 goal difference the players are given the opportunity to be swapped around to prevent total walk overs and discouragement.  If the players are swapped the score at this stage is then the final score.


5          PLAYING OF GAMES

(a)        All games must commence at the mutually agreed time.  When games do not commence 10 minutes after agreed time, except when breakdown or accident prevent the team being present, the team present shall win by default.

(b)        The draw must be written and sent to the all clubs by the Wednesday prior to the game.

(c)        A team may not default if there are players from that Club that can play to fill the higher grade team. A team unable to keep its engagement must notify their club captain no later than 9pm the night before the competition day. The club captain then must notify    (a) the club captain of the opposing team

                                                                        (b) the club captain of the hosting team

                                                                        (c) the Hurunui President

                                                                        (d) i & (d) ii the club captain of the umpires officiating no later than 7am on                                                                                   competition day.

 Failure to do this will result in a monetary fine of $25 for each of a, b, c, d (I) and d(ii) and a penalty of 4 competition points. This can be waived at the discretion of the match committee due to unforseen circumstances.  $50 to be forwarded to the team that was defaulted too, $25 to each umpire.

(d)        In the case of a notified default a team will automatically lose 2 points.  This can be waived at the discretion of the match committee due to unforseen circumstances.

(e)        International Netball Rule No. 5

(f)        A win shall count 4 points, a draw 2 points and 1 point shall be awarded if the losing team is within 5 goals of the winning team.  If a team is defaulted to it shall receive 4 points.

(g)        Team Officials and bench players may not move up and down the Side Lines or along the Goal Lines outside the Court during play.  In the event of it being persisted the umpire may order the abandonment of the match and in such case shall report the      matter to the Management Committee who shall have power to order the match to the team in their opinion not in default, or to inflict such penalty as they deem fit.  Only exception to rule is F.F Netball.

(h)        The official ball shall be a Netball or an Association Netball size 5.

(I)        Umpires shall have the right to prevent a player from playing after receiving head injuries.

(j)         Timekeepers - Official timekeepers (2) must be used at all games.  Timers must not be held and to be watched by responsible persons.

(k)        Scorers - Official scorers (2) must be present at all games.

(l)         Timekeepers and scorers must stand together in full view of umpires in the centre region of the court.

(m)       All cards to be into the Recording Secretary by the Wednesday following the games. Clubs will incur a fine of $10 for each week that cards are late.

(n)        A and B grade games to be played regardless of weather unless the home club decides it is too dangerous to take the court.

(o)        No competition games are to be played in the middle Saturday of any school holidays.

(p)        Senior A games are to be 4 x 10 minute with intervals of 2, 3, 2 minutes. 

            All other games are to be 4 x 10 minutes with intervals of 2, 3, 2 minutes

(q)        All games must be duel umpired and clubs to provide their own umpires to the very best of their ability.

(r)        Neutral umpires are to be used on Centralised Days at the discretion of the match  committee.

(s)        International Netball Rule no 7


6          SEMI FINALS AND FINALS

(a)        Players taking part in a team that is participating in semis and finals must have played in a minimum of three regular season competition games (a full ¼ or more) for their club on separate days in that calendar year.

(b)        All semi final and final games must be played on specified dates at specified venues, otherwise games are forfeited.

(c)        The most suitably qualified umpires available should be used to umpire semis and finals in all grades, and neutral umpires where possible.

(d)        If a semi final or final result in a draw, an additional ten minutes, five minutes each way with a 2 minute break shall be played immediately.  If there is no result play must continue until one team has a 2 goal advantage.

(e)        When teams are on equal points after each competition places to be decided on goal  differential.  If there is a default in the grade all the scores from the defaulting teams games will be withdrawn when calculating goal differentials.  If teams are on equal  goal differential, then goals scored for in that round are used.


7          TOURNAMENTS, TROPHIES AND RECORDS

(a)        The playing time for matches in the Annual Tournaments and Handicap Tournaments shall be set by the Management committee.

(b)        The Shadbolt Rosebowl will be played at the mutual agreement between Hurunui and North Canterbury. Games will be held indoors at Ohoka. The Hurunui representative team will compete for this.

(c)        Engraving of cups is to be done at winning clubs expense.

(d)        All old records, correspondence, minute books, financial records etc are to be stored in the safe at the Cheviot Museum.

(e)        Certificates are to be presented to each winning team member who have played at least three games.

8          UMPIRES

(a)        If a new umpire moves into the area they are to present their qualifications.  If unable to do this they are required to resit the exam.

(b)        All umpires must be affiliated to Hurunui if they wish to sit their practical umpires exam.  If you already hold a current practical umpires pass, you must be affiliated to the Hurunui Netball Centre as an umpire.  This affiliation fee $ is set by NNZ.

(c)        Must allow 20 minutes between games if player/umpires are going from one game to the next where possible.

(d)        When an umpire fails to turn up for a scheduled game the club shall be penalised with a fine of $50.00. Notification of unavailability due to extenuating circumstances will be considered at the next match committee meeting.


9          REPRESENTATIVE PLAYERS/TEAMS

(a)        Hurunui to give financial assistance to teams going to approved tournaments.

(b)        Players must wear the official Hurunui Uniform.  The provided red skirt, white top  and track suit.  Players provide white socks, black underpants and appropriate sports shoes.

(c)        Selectors/Coaches will be appointed by the Club holding the Rep Selectors/Coaches Portfolio in conjunction with the Coaching Co-Coordinator.

(d)        There shall be two Selectors and one coach per team.  Coaches can appoint an  assistant coach if they wish.

(e)        Teams of up to 10 representative players are Senior, U21, U18, U16, U14, Primary A  and Primary B.  These may vary from year to year depending on numbers in each  age group.

(f)        Managers may be chosen by coach otherwise will be appointed by Hurunui.  All teams must have a Manager.  Manager duties in the Hurunui Coaching Manual.

(g)        Team captain to be selected by the Coach.  Captain duties in Hurunui Coaching   Manual.

(h)        If unable to find a senior team, the management Committee may invite a Senior club  team to represent Hurunui at annual fixtures.

(I)        Players shall trial and play in their own age group.  If special circumstances arise a  decision to be made by Hurunui President, Coaching Co-Coordinator and Coaches  involved.

(j)         Umpires - each team must be accompanied by one senior umpire when attending tournaments.

(k)        All players to respect and care for their uniform and return at end of season or a fine of $20 per item lost or damaged will apply.


10        CANTERBURY COUNTRY COMBINED CLUBS

(a)        When Hurunui Centre is charged by C.C.C.C for tournament expenses of a representative player the Centre shall pay to C.C.C.C 100% of the account and shall then invoice the players respective club for 50% of that account.


(b)        Any expenses to a rep player to be discussed at a management meeting for reimbursement consideration.
