Our Referees are graded into 5 levels, aligned with the New zealand rugby's new Community Refereeing Framework.  Each of these levels also corresponds closely to certain grades of rugby within the Bay of Plenty. An outline of the panels is below:

Level 5 - Manager: Bryce Lawrence

• Premier Men, Premier Women
• Elite 1st XV (RBHS/TBC)

Level 4 - Manager: Bryce Lawrence

• Senior A
• Championship Women
• Senior B
• Development
• U21s/U85kgs
• 1st XV Division 1

Level 3 - Manager: Peter Hastings

• 1st XV (Division 2-3, Girls)
• Senior Local/Senior Reserves

• Year 11-13 Senior Girls
